Cook County, the United States' second most populace county, has
been thriving for over 170 years. The City of Chicago and its suburban
surroundings have grown and evolved together throughout the years. Forest
preserves, school districts, transportation departments, park districts
and over 130 municipalities operate in an interconnected metropolitan network.
Now the county is evolving again and making waves.
The Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) has awarded ERA sole responsibility to develop Cook County's new Stormwater Ordinance, its supporting technical guidance document, the administrative rules for implementation including all forms, schedules, and more. This far-reaching ordinance will impact the entire county.

Under this program, ERA will write the ordinance and accompanying technical reference manual, manage the work of several sub-consultants, lead meetings with Cook County communities and other affected stakeholders as part of the effort to draft the documents, actively participate in the public hearings process, and provide educational opportunities for communities regarding the new ordinance. The comprehensive ordinance, when completed in several years, will include elements regarding:
